Jessica T. Moore

Jessica T. Moore has represented whistleblowers in a wide variety of cases, including those involving fraud in Medicare and other government healthcare programs, product defects in construction projects and tax fraud. She also has been involved in large and complex qui tam lawsuits brought under state false claims laws.

One of the most notable cases she worked on was a California false claims case against an electric utility for overcharging its government customers. The case settled for $160 million.

Ms. Moore graduated magna cum laude from the University of California, Hastings College of the Law, in 1995. She was an executive associate and staff member of the Hastings Law Journal. She also externed for the Honorable Marilyn Hall Patel, U.S. District Court for the Northern District of California.

After law school, Ms. Moore clerked for the Honorable Norman H. Stahl, U.S. Court of Appeals for the First Circuit.

She joined Howard, Rice, Nemerovski, Canady, Falk & Rabkin in San Francisco as a litigation associate. There she gained experience in cases involving complex litigation, business practices and competition, trade secrets, employment, antitrust matters, and products liability. She then co-founded a general practice law firm in Santa Cruz, California, that focused on civil litigation, family law, business transactions and real estate matters.
