Rachel Tuteur

New Phillips & Cohen associate Rachel Tuteur will use her False Claims Act experience on behalf of Phillips & Cohen’s whistleblower clients.

Rachel Tuteur recently joined Phillips & Cohen as an associate after clerking for the Honorable Noël Wise, a United States District Judge for the Northern District of California.

Prior to clerking for Judge Wise, Ms. Tuteur served as a White Collar and Commercial Litigation Associate at Wiley Rein LLP where she worked on False Claims Act matters. Ms. Tuteur had also previously served as a supervising paralegal at Wiley and worked on several large-scale litigations, including a $400 million civil False Claims Act trial.

Ms. Tuteur received her Juris Doctor from the University of Michigan Law School where she earned a Dean’s Scholarship and served as a contributing editor for the Michigan Technology Law Review.

She holds a Bachelor of Arts in Art History & English Literature from Washington University in St. Louis, Missouri.

She was the Co-President of the American Constitution Society.

Ms. Tuteur is admitted to the bar in D.C. and Maryland.
